  18. <p>    A federal appeals court ruled that former President Richard
  19. M. Nixon must be compensated for the government's 1974 seizure of
  20. presidential papers and tapes after the Watergate scandal forced
  21. him to resign. Although the dollar amount hasn't been
  22. determined, some reports estimate it could run into the
  23. millions. Ultimately the American taxpayer will foot the bill.
  24. An editorial in the New York Times called the court's decision
  25. "ludicrous" and said the ruling "adds injury to insult." A
  26. spokesperson for Nixon says all the money will go to the Nixon
  27. Library and to pay Nixon's legal fees.
